Rail Baltica Growth Corridor (RBGC) project works for fostering the competitiveness of the Baltic Sea Region (BSR) by improving accessibility in the Eastern part of the Baltic Sea Region. RBGC brings benefits for cities and regions, transport sector and citizens by stimulating sustainable economic growth in local, national and regional levels. Project partnership builds strongly on triple helix cooperation between city and regional authorities, transport service provider, and universities. RBGC is linked to the wider concept of Rail Baltica – a railway that will connect the Eastern Baltic Sea Region from north to south branching from St. Petersburg, Helsinki, Tallinn, Riga, Kaunas and Warsaw to Berlin. The Region gains new economic potential as the major business hubs will be connected with North-West Russia and the EU core.


RBGC includes two concrete pilot activities: Connectivity Pilot for passenger transport and Logistics Pilot for freight transport. RBGC aims to improve the access of passengers to transnational multimodal transport data which is brought to the user by easy-to-use internet travel planner. This improves the accessibility of the Region for its citizens and visitors.


In the Logistics Pilot RBGC fosters the development of well-functioning logistics and transport networks in order to facilitate prerequisites to fully exploit the Region’s potential for becoming a focal gateway for global trade flows between Asia and Europe. The Logistics Pilot includes transnational cooperative actions to support logistics service providers and to promote multimodal connections and sustainable passenger and freight traffic.


Empirical research supports the implementation of the two Pilots, investigating the public and private decision-makers in the field of transport and regional development. By identifying the relevant national and transnational public and private actors and their roles and positions, the research results of this Action provide distinctive knowledge on the decision-making processes related to Rail Baltica. This knowledge will be then further utilized in Rail Baltica Transport Forum – a high-level policy dialogue between decision-makers in the field of transport and regional development. Rail Baltica Transport Forum works to create Rail Baltica growth strategy to give direct input for participating countries’ local and regional development plans.


Rail Baltica Growth Corridor is financed by Interreg IVB Baltic Sea Region Programme, with a total budget of 3,6 million euros. RBGC was launched on September 2010 and it ends on December 2013.

CEMAT center in Aalto University School of Economics is responsible for the project management and participates in the research modules of the project. City of Helsinki is the Lead Partner of Rail Baltica Growth Corridor.
